Not only have the names for all the Rulers of both the Preset AND my custom empires become erased (unless I start the game with one, where they appear just fine, but changing the titles of the Rulers are no longer different for male and female, ie. change one and the other changes as well, unlike in previous version where they were different and had to be separately changed. I have provided some screenshots for proof.

Does anyone know what is causing these glitches, and if so how they can be fixed?

Did you load a save from before the recent 3.4.2 patch into that version? If so, they are not compatible, and you need to revert to your previous version to continue that galaxy.
 
I also have the same issue. The ruler names for the preset empires show up as blank on the empire creation screen. If I start a new game the ruler does get the correct name. I believe the issue is due to the change in localization (to allow for Chinese, Korean, Japanese localization). I have not tried adding a custom title and don't have a suggestion for fixing it.

To answer the moderator's question, I didn't start any game. I went directly into the Empire Selection screen to make some Empires, and that's when I noticed the bugs explained. I also tried rolling it back to a previous version, and the names showed up, and the Ruler titles for each gender were different. The problem is only with 3.4.
 
If two of you get this, I guess it's likely to be a bug rather than a tech support issue. If it's not already reported in the Bug Report forum, please make a new thread there on the issue.
