After the game crashed, there is no autosave file to continue in game or in the save games folder, but in the launcher, it exists. Is there any way to recover the autosave file and actually continue playing?

The launcher will just be reading the filename out of its own little database, not from any actual file.

That screenshot says cloud saves are not available - are you offline or something? And are you sure autosaves were not going to the cloud?

I have always been online, but never bothered with cloud saves. How do I enable them? I tried saving a game to the cloud, but it was greyed out and had a tooltip "Cloud saves are not available". My Steam/ userdata/ userid/ 859580/ remote folder is also empty.
 
Ironman doesn't do autosaves at all, strictly speaking. What it does is forced 'manual' saves on significant events like loading the game, declaration of war etc, which overwrite the existing save file. There are no backup copies, so it is if anything more fragile that non-Ironman games.

When you go to start an Ironman game you get asked for a game name, on that same screen you choose whether it is saved to cloud or not. That said, if we haven't solved why your autosaves disappeared I don't see how that will help.

Well yes, but that's going 80 years back and no way am I doing that. I'm more interested in solving the issue in general so that it doesn't happen again, because at this point the only way I can play the game is put a 10 min repeating timer and just manually save. I've already verified files and reinstalled the game, but it continues happening.
 
Add imperator.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

I can't think of anything else that would stop the game writing out autosaves, assuming they are enabled!
