No Scenarios present when game loads

I have a new computer (Win8) and was trying to reinstall IC. I started with a clean download of HoI2 Complete in C:Games\HoI2 then patched Arma to 1.2. Installed IC in games\HoI2\Doomsday and patched to 1.3. Seems to load fine, but when I select Single Player there are no scenarios to choose from? Guessing this is a folder location problem?

You need install all expansions and patchs in the same path

I uninstalled everything then reinstalled all games and patches in c:\games\HoI2 - same result. Everything seems to load okay but then there are no scenarios when I go to Single Player in Iron Cross. I started Arma before installing IC and it ran fine. Any ideas?

Step by step

1- Install HoI2 in c:\games\hoi2
2- Play (check checksum)
3- Install Hoi2 Doomsday in c:\games\hoi2
4- Play (check checksum)
5- Install Armageddon in c:\games\hoi2
6- Play (check checksum)

7- Ok, Install IC-Arma 1.00 in c:\games\hoi2
8- Install IC-Arma 1.03 in c:\games\hoi2
9- Play
