no taxes collected in new nation mod

In my first attempt to mod Vic 3, I made a sort of Singaporean Empire. It shows up on the map, but if I try to play it, no taxes are being collected. I have per capita taxation, and I have made sure that the states are incorporated. What did I forget to do?

(I did the mod based on a Youtube video about adding a custom nation to Vic 3. I don't remember which video it was, since it was a couple of weeks ago).

Do you have enough bureaucracy? You might need to edit the buildings history to make sure you have at least a few government administrations at the start to avoid tax waste caused by insufficient bureaucracy.

I did have a government administration building, but not in proportion to the population, so that was probably it. I also gave myself a paper mill to relieve the paper shortage, in case that was contributing. And I am now collecting taxes (but not enough , probably since the nation's economy is not all that great).

There is also a cosmetic issue. The map shows the capital in the wrong city in the Malaya state. How do I move it to the Singapore province (xC00130)?

You'll need to edit the state's hubs, as that determines which hub is the city and thus capital.
