No Transports available to build

I'm running version 1.06 and am playing Nationalist China. It's 1940 and I still have no "transport" ship icon under the create new fleet box. From what I've read on the forums and manual I assume that they are readily available (even with pre-war naval tech) in most (if not all) scenarios.

Any ideas, thoughts, help would be most appreciated.

you need the "Combat Unit Transport Procedure" tech to build transport ships , its a naval doctrine
