Four or five times now I have had the game tell me that I can't declare war on a country until some date 10 or 20 years in the past. How is this possible? The first few times it was no problem I just declared war on an ally. The latest time they dishonored their alliance so I cannot attack them at all. What is up with this bug? I am playing in the IGC if that matters.
 
I got also in the same situation with Prussia in the beginning of the IGC 2.0 game - "...cannot declare war until January 0" on Poland-Lithuania. But after 3 wars when I had to declare war on one of their alliance members this "BUG?" disappeared.

Not in IGC 2.0k, especially playing as united Prussia [Prussia+Brandenburg]. I think vassalship relation between Prussia and PL was lifted but not the possibility to DoW - as a measure to prevent early annexation of Prussia as AI.
