Description​

After justifying a war, and justification is complete, I enter the "Declare War" dialog. There are no war goals available to click. Previously you could click on a war goal (i.e. a region of the target nation) then proceed to start the war.


Steps to Reproduce​

Justify a war, wait for justification to complete, click "declar war", attempt to select a war goal, none are available.
