September 1940. Germanys allied with Austria, Czech is..well still un annexed Czech and Germany hasn`t attacked Poland yet. The worlds a peaceful place and for some reason no ones declared war ?? Any ideas as to why this could be ?

Because AI is a coward. Just load up as Germany and declare war on the world.
what happened was that Germany's event chain either got broken by some random ahistorical thing, or you got really unlucky and Germany took the back down options throughout. This will eventually lead to a major league smackdown of them by the SU (without Austrian and Czech cores, the Germans are SOL). Keep playing if you want to see what happens, but otherwise, I'd recommend doing either JRHINDO's course of action, or simply starting a new game.
Allied with Austria? I agree, if that happens, the Czechoslovakia events won't fire and neither will the Danzig question which starts WWII. Either load up as Germany/USSR and declare war on someone, or if you feel like wasting time, just continue to wait. By 1942 at the latest, someone will declare war on the other. You might even get the USSR declaring war on the Allies and Germany at the same time.
