Summary​

Noble Privileges does not actually reduce most taxes from relevant industries

Description​

The effect of Noble Privileges, the disapproval trait of the Landowners interest group, is described as:

-20.0% Agriculture Tax Income
-20.0% Ranching Tax Income
-20.0% Plantation Tax Income

This implies a reduction in all tax revenue from those buildings, but that is not the case. These modifiers only apply to income taxes paid by employees on their wages. It does not affect dividends taxes paid by worker-owners or ownership buildings. It also does not affect the per-capita, land or consumption taxes they pay. This means that for several tax laws this trait does absolutely nothing.

Additionally, the wording implies that the effect is applied by reducing tax efficiency, rather than the tax rate paid by pops, but it actually reduces pops' tax expenses. This means that the effect of making the Landowners unhappy is that their employees get a tax break, making them wealthier and more powerful, while the actual landowner pops receive no benefit.

If this is working as designed then the tooltip needs to be reworded to something like: "-20.0% Agriculture Workforce Income Tax", so that it specifies which taxes are affected, and whose.
