There is a policy that restricts noise across the city, but for some reason, it also includes leisure zones. Why can't it be citywide EXCEPT leisure zones? That would actually make sense. No noise anywhere except leisure zones makes more sense than requiring noise everywhere to allow for leisure zones. Why should I allow people to party till 3 am all over the city just so I can have a few isolated leisure zones?

So you already need to create a district over the leisure zone, so it’s just a matter of disabling that policy on that specific district.

Edit: I do this kind of set up in most of my cities with the high rise ban - it’s set on by default but I disable it in my downtown districts to get the effect of the buildings tapering off as you move away from the city center.
