Nomadic capital upgrade herd costs are not accurate

Description​

Anything you try and upgrade in the nomadic capital actually costs a lot more herd than advertised on the cost. In some cases it can completely reduce your herd to zero because of this. Gold and prestige costs are accurate, but in all cases the herd cost is never the same as what the cost advertises.

Steps to reproduce​

Any new save and any nomadic ruler has this issue. Herd cost is not calculated correctly when upgrading any building in the nomadic capital

This issue may also extend to anything regarding herd costs/payments. Enforcing demands on a humiliation war does not give the advertised amount of herd either.
