Alright, I knew that by using a save file from a non-Conclave game in a Conclave-enabled game was gonna create some problems, but I decided to try nonetheless. For the record, I'm using the latest (I think) github version of the mod, in the latest version of the game.
And here's how it screwed up my realm laws

I thought that copy-pasting the realm laws format from a conclave-enabled savefile to the old savefile would fix the laws thing, but even though the formats are the same on both savefiles, the laws in my realm just keep being blocked, and it appears that my Realm is following none of the laws on the slider.
I even tried using the allow_laws console command, but it only unlocked the inheritance laws.
Is there any way to fix this mess or the only thing I can do is to start over my playthrough?

Also, another thing I noticed while playing: after I managed to impose Absolute State control via the Intrigue menu and get an absolutist government, some time later I noticed that the State control law rolled back to "Balanced state control" without any kind of notice, but I still retained the Absolutist government.
 
I'd recommend starting a new game. I have no idea how to fix your old save, or even if it is possible.

Try to see if the same thing with the absolutist happens in a fresh game.
