Per a developer reply by PDX_H4n1bal on developer diary #143, monopolies are supposed to prohibit entities other than the monopoly holder from purchasing building levels in the monopolized industry. However as of now other entities can and do buy up building levels in an industry that another company holds a monopoly, whether through a monopoly charter or treaty article.Steps to reproduce
Most likely to encounter this when you have given another country foreign investment rights, particularly if they have companies of their own. It does not appear to be limited to companies though, i have observed foreign governments and financial districts purchasing building levels in industries for which i have given my own companies monopoly charters.To see in action in the attached save, simply observe the Coal Mines in Kyushu and unpause. Mitsubishi has a Monopoly Charter for Coal Mines in my country (Japan) but numerous other interests including Carnegie Steel Co. end up buying the available building levels. If Russia is given investment rights then Russian-American Company may also buy Coal Mines as well.
