Non-Photoshop ways of creating graphical content....

I know that not everyone has access to Photoshop, so it thought it might be productive to start a thread that discussed ways users without PS did their work with graphics for HoI mods....

Or should the question be: Is it possible to even do mods without Photoshop?

yes, take the "Paint" and paint ( ) the flag with the colors that you want... it will be a really hard work, but it will surelly work...
Sorry, but the only "quick" way to do it is with Photoshop or another program that can save the actions... so you can reproduce them every time...

Well, flags/shields are not the only graphics that can be made for the game... I am sure that Paint Shop Pro can be used for such things as propaganda posters and the like...

for the propaganda stuff you can use the Paint also
you don't need photoshop for that... unless you have to tweak it a lot

What about Ulead PhotoImpact? Is cheaper than Photoshop. It is no a match for Photoshop but it is awesome for amateur artists.

PhotoImpact is about 100 dollars(list... probably get it got 60-70), while photoshop is 600-700 dollars....

I have no experience with PI, so I don't know how good it is.... but by price, it is probably a good intermediate graphic-editing program...
