Right at the beginning of the Spanish civil war, I got the option to help them and receive a land tech. (Late war experience, if I remember right.) Fair trade. Cheaper than researching it myself, anyway.

Except they swindled me ;) In my research tree, I still don't have that tech researched.

Maybe because I don't have the pre-requisites?
 
I believe the gain_tech command checks prereqs so if you don't have them you won't get it.
