If I try to appoint an new Marshall (Any Council position Actually) it only shows two available. There are lots of courtiers available in my court. This is a fresh start after latest 1.03b patch and a saved game continuation.

What kind of conditions?

Edit: Ok. Sussed it. Not a Bug. The guy with a good military rating is in the court of one of my vassals who is a mayor in my only county!
