I don't know if this is a bug, given that the chance to fabricate claims is low, so I'm more asking whether there are any known bugs. I have had a Chancellor in a neighboring county to fabricate a claim with a 6.01% yearly success chance. I started the game in 1066 and it has now been 20 years (1086) and I have yet to ever fabricate a claim.... Are there any known bugs, or am I just extremely unlucky?

Nevermind, I finally got one in 1091 after switching to a Chancellor with 10% chance. Sorry for jumping to conclusions; just wanted to check.
