It seems that when u r playing as the french you only get half the promised increase in organization values after research in doctrines :wacko:

pretty hard to stop the germans or even the italiens with org. less than 40!

Not a bug... You are a democracy and thus your troops at are 1/2 of their actual ORG when you are at peace. When you end up in a war, you'll see the ORG raises to the right level. So multiply your current ORG level by 2 to know the actual level.
