Thieves Guild process removed backwards

I've noticed that you can only get the Thieves Guild, Robber Band and a 3rd....I forget names....in a certain order. But they dissappear in that same order instead of backwards.

Example:

Get A

Get A + B

Get A + B + C

Get a Remove Event

B + C remains

Get a Remove Event

C remains

If I get another Add event it can look like this

A + C

I can kind of see your point from a gameplay point of view - it looks good going level 1 - level 2 - level 3 and then in reverse.

However Paradox hasn't done it like that, and I think it makes just as much sense in reference to reality...

i.e. as soon as people begin to tackle crime they take out the most obvious criminals - the petty theft and prostitution. Then the more entrenched criminals, and finally the organised crime is broken.
 
Unless the bigger fish are biting off too much, then they ignore the petty crimials as they don't do much and go after the smuggling rings then the robbery bands and finally the local thieves guild.

Really though, i don't see how these are nesasarily levels of 1, 2 and 3. Each should be able to come about on their own, maybe have modifiers to have one come more if the previous one on the list is there, but i don't think having a thieve's guild is required to have a robbery band form or a robbery band to have a smuggling ring form.
 
Yeah - thats the solution I'd prefer; also maybe they should have different penalties, for instance

Thieves - 15%
Smugglers - 25%
Highway Robbers - 35%

So cumulatively they have the same effect...

However this isn't a bug, and is more a 'feature request'...
