NOT A BUG: USER ERROR: Unable to move into Venice

For some reason, as Austria, i cant move into Venice's capital province even though we are at war. I can move into any other province but somehow their capital is flagged as "unexplored." I am at a loss on this one.

Straits.

In 1.09 all land connections to Venice are marked as straits, meaning that if an enemy fleet controls the seazone in front of Venice you cannot enter Venice.
