Newly deployed enemy units get amphibious penalty - inland.

I was France, at war with Belgium. A new division was deployed in Namur province - it had to be a new division, since the bordering provinces had no enemies that could have retreated into Namur.

I have a screenshot (sorry, no save game) that shows the Belgian unit getting an amphibious assault penalty, even though the province is inland.

I can provide this screenshot, if wanted, just let me know where to mail it (can send it .jpg and zipped)

I've seen it too--especially with partisans and rebels.

This is a known issue, I doubt nothing will be done with it. After all if a unit is forming in a province with established enemy presence it should get a penalty.

Naming it amphibious is weird, but apparently easier than making a new battle attribute picture and text.
