Pacifist Japan?
Hi,
Started, and quickly ended, game as Japan and noticed one interesting feature. Japan doesn't seem to be able to declare war on anyone because they are uncivilized country and such countries can only declare war on their neighbours. And it seems that only land borders are counted ...so uncivilized island countries can not declare war on anyone?
This was of course in 1.02.
