Not allowed to colonize here

I was trying to colonize a nearby province and I am getting the message, "not allowed to colonize here." I have above 50 civilization in the nearby province, I have more than 10 people in the province and the barbarians are at 1... Even the banner on my screen says I can colonize it, but the button says I can't. Am I missing something?

If there is another country neighbouring that province, it might preventing you from colonizing. I don't remember the details, but I believe that it takes into account civilization and one stat of the governor (finesse or charisma). If it's the case though, the AI should immediately colonize.
