Not being able to add men to a disloyal command

While it makes sense to have this for land commanders it can be quite a pain at times for navies, specifically when you want to move an army that's too large to fit on the fleet and can't add any more boats to it. Yes you can split the army in two and move the two armies on two fleets to one destination, but this seems overly painful and complex for what should be a simple hop on/hop off movement.
