It won't let me install my dlc from the season pass 1 or 2 content or city upgrade bundle for the remastered version wants me to re buy all the dlc

There has been a problem in the MS store where some of the DLCs you own are not available to the Remaster programme. Unfortunately their cache only refreshes every 24 hours so there may be a bit of a wait before this is resolved.
