Ohh, and if I try to launch the game by bypassing the launcher, then it does not recognize any of my DLCs!Exact same problem for me. Hope they find a solution soon! The game was working perfectly yesterday.

- unsubscribe from all mods in BOTH the Steam Workshop and the Paradox mod site mods.paradoxplaza.com
- delete the folder Documents/Paradox Interactive/EU4/mod/
- delete the file Documents/Paradox Interactive/EU4/mods_registry.json (if present)
- delete the file Documents/Paradox Interactive/EU4/launcher-v2.sqlite (if present)
- run the game up and check the launcher is okay with no mod or other errors
- subscribe to a few mods
- run the game up and see if those mods are now available to you.

It doesn't work eitherAFAIK the "Database migration failed" error is caused by ransomware protection software which blocks the launcher from writing its files. Often a ransomware protection is built into an antivirus, but has a separate exception list to which eu4 and the launcher have to be added.
The launcher in this case is "C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.10.1/paradox launcher.exe". You may have some older launcher versions in the exception list already, but that doesn't help.
- If you have Windows Defender(also called Microsoft Defender), add the launcher and eu4 to the Ransomware "Apps Allowed Through" list(here are instructions for that).
- If you have bitdefender, add the launcher and eu4 to the list of ransomware exceptions and "give it access" to "protected files".
- If you have avast, you have to add the launcher and eu4 to the allowed list in the ransomware shield

I have AVG anti virus. I turned off the ransomware protection and the EU 4 launcher works fine. I turned it back on and the database problem reoccurs.I now have reports of this with Avast antivirus only, except just 1 report on AVG. Putting the launcher in all its exceptions lists seems to be fixing it reliably.
I also have one report that opting into the beta of the next launcher version 2022.1 helped.

This worked for me, thanks! Updating to the beta version of the launcher did not.This is looking like a bug in the new launcher version 2021.10.1, I'm sorry to say.
Do make 100% sure that C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.10.1/paradox launcher.exe is in the exceptions lists of your antivirus app, especially Ransomware in Windows Defender if that's all you have.
Do you have the "database migration" failed error message or something else? If you do get that message, which launcher version do you have? And did you add the "paradox launcher.exe" from the folder which has that exact launcher version in its name, to the allowed list in the ransomware shield of the avast antivirus? Just adding the folder to the list is not enough.I have tried all of the above and I keep getting failure
