Well, I noticed this during my playing so far, whenever I look at the tootip for a harbour or port it shows the number of ships gained from this port as "+0". This is only the tooltip however, ships do get added to your possible fleet of this province. It is just a minor issue that way. Doublechecked with a friend of mine, he experienced the same.
