Did some calculations on the effectiveness of using Garrison troops to help reduce TC and decided to put them on the board.

Playing as Germany in the Götterdämmerung scenario, I'm currently sitting out my first winter after kicking the allies out of Europe and stopping the Russian at the Riga-Minsk-Lvov-Tulcea line. After reinforcing all my divisions up to full strength, after the summer fighting, my manpower reserves bottomed out at 10 mp. But due to some emergency research into hospitals and agriculture, some changes in the cabinet and by regaining Italy, my daily MP increase is currently around 2 and the MP level was restored to a still meager 100.

I was thinking about doing something about the ESE problems of my troops in Russia and therefore about the TC limit being exceeded by 200 points (800/600). Apart from reducing the number of supply heavy units in my army, the +200 TC load due to partisan activity seems to be a good point to start. However, I have done some calculations on the effectiveness of a garrison unit, compared to costs, which show otherwise:
Garrison '43+MP:
  • Suppression: 26 in the province they are located
  • 20% spillover in neighboring provinces: 5.2
  • Supply requirements: 0.8 -> TC addition 0.8
  • MP requirement: 12
  • 100% partisan activity ->+12 TC
Let's make some positive assumptions: Every point of suppression is used to counter partisan activity and the average province has 5 neighbors.
Total suppression = 26+0.2*5*26=52%
Resulting TC reduction = 0.52*12=6.24
Net TC reduction = 6.24-0.8=5.44

The total cost in MP to bring my TC back into the green would be about 444. In the Götterdämmerung scenario, this is not really an option so I decided to put the little MP I have in arty brigades for my infantry.

Any thoughts?
 
looks good to me, especially if you're playing arma, and the partisan levels will only get lower with time. You might want to build a cav unit or two, or devote a mot division or so to play revolter sweep per large front. That said, from a 36 game start, garrisons still make a great deal of sense, but in your limited situation, this sounds like a working plan.
 
Over 200 isn't a big deal though. But your maths looks effective and certainly interesting. It would be great to also note the effectiveness of MP brigades attached to the GAR divisions and see if they're worth it.

I traded for oil with every ally and non-aligned country in the world and managed to build up a stockpile of about 20000 oil in preparation of the upcoming fighting season. I have started upgrading my +/-300 infantry divisions to the 1945 model, reasoning that the +30 extra oil consumption wouldn't really make a big difference. However I just remembered that moving units use 4 times as much oil. This would make an offensive on a broad front, like say Russia, pretty expensive. Come to think of it, offensive supply also requires oil for the new model.

Hmm, I really should rethink this decision.
 
well, it is a tradeoff. The question is, can you use that stockpile to drive to Baku, or fight to a good stop line that you can use to consolidate and replenish your stock piles? I tend to agree with you that with 300+ infantry, that would be too great of a strain. You could use that oil consumption better in the air or on other mobile units. However, if your infantry is getting outclassed by the SU, you might have no other choice. Remember, Germany's strength is its land force org and tech superiority against the SU.

That's the reason I never upgrade it to lvl 4 !! I don't intend to use cav as front line units - sa at lvl 3 still able to fight partisans and don't consume oil.

I ditched my last 1944 scenario because I never had more than 6000 oil and it was 1947, US and USSR hade Gazillions of inf47 and I was locked and no-oil-eating inf 43s - and far from Baku and the Middle East. Good luck to you.

I could be wrong, but doesn't Germany start with lvl 4 cavalry already researched, so the only way to keep it at the non-oil using stage is to not upgrade the one Austrian division you get?
