Offer millitary assistance only available once regardless of target, afterwards the game claims "you are already offering Military assistance"

Description​

Offer millitary assistance is only available once, after the first time you use the option the game claims "you are already offering Military assistance" regardless of the ruler, doesn't matter if its the ruler you offered too originally or someone else completely. It makes the cultural pillar "Swords for hire" completely pointless which is a real shame as I was really looking forward to unlocking the culture pillar and using it.

Steps to reproduce​

Unlock or use a culture with the cultural pillar "Swords for hire"
You only have to offer military assistance and after winning, losing, withdrawing or whatever you will not be able to do it again to anyone.

Apparantly its a widespread issue, possibly an issue for everyone attempting it judging from a quick google search, plenty of steam threads and reddit treads reporting on this bug spreading a few years apart.
