Official Graphics Pack causing crash?

Greetings.

I'm running DH 1.04 no problem, even the World in Flames mod works. But whenever I try to add the Official Graphics Pack to either the base game or WiF it causes the game to not start.

I'm running it with Steam and when I try to play the game with the Official Graphics Pack installed Steam will start the game but the launcher will not appear, Steam thinks the game is running and the only way to get it to stop is to restart my computer.

Any idea what's causing this? Does the Official Graphics Pack interfere with launch or not work at all on 1.04?
