It seems every third time I attempt to play HOI2 it will not allow me to play offline. It gets stuck in a loop, I will get the offline message and then click on play. Then a message is displayed that I am offline. Only way to fix it is to be connected to the internet and startup again. Problem is that I like to play HOI2 when in flight and I dodn't play over the interent in any event. Can someone please explain how to by-pass this check for online mode?

Are you by any chance referring to an on-demand version? Because the normal retail hoi2 does not exhibit the behaviour you describe.
 
The on demand version must verify itself every third time.
It used to be everytime, but this compromise was reached for people that wanted to play on the go.

This is a copy protection issue. Sorry for the incovenciece.
