OIB 1.9.6 - AI Revolutionary Civil War Lowers Production Method of Government Administraton But Does Not Change It Back After The War

Description​

During a new observation game (v1.9.6beta, 09.07.2025) AI Prussia started a civil war (by revolution), during which both Prussias changed the production method of government administraton to the lowest lovel which resulted in a massive deficit spending (negative bureaucracy) during the war.
Long after the war (Prussian Revolt won) the PM still has not changed back to a higher level, resulting in extreme lack of bureaucracy and therefor massive deficit and bankruptcy.
