Oirat No DLC

Hi, I am currently trying to play as Oirat with no DLC. To reform the Yuan, I have to be at empire rank. SInce I don't have Common Sense, I can't just wait to get to 1000 development. Will I ever be able to form Yaun (is there an event I can get to become an empire or something else), or will I have to do some kind of culture shift if I eventually want to form the Mongol Empire (if it's even possible skill-wise in vanilla)?

I'm on patch 1.29.5.0 (Manchu).

You can form a country that gives you empire rank, but which is not an endgame tag. I think the Golden Horde would be a good candiate.
