In case no-one yet knows, just restart steam and re-open it, it should then download something for CK2 which will be the missing DLC.

Nope.

I think Legacy of Rome and SOI is working if I launch from steam itself, but ruler designer definitely isn't. Still not sure about the Music and unit DLCs.

Does it specify anything about what new content is supposedly available, or just "new content"?

CK2 offers Legacy of Rome being available "New content is availbale for purchase... Legacy of Rome", however I already own:

Crusader Kings II: Legacy of Rome
Dynasty CoA Pack 1
Mongols Graphics Pack
Rulder Designer
Sword of Islam

OK, I just EXITED Steam (Steam --> Exit), restarted Steam, and it just downloaded a little patch for CK2. The launcher now recognises all my DLC.

It's worth noting that closing the Steam window doesn't actually quit Steam, it only puts it into the background.

We need more info:

* Verify exactly which DLCs are working and which are not. Do they show in the launcher?
* What OS are you using?
* Check your DLC installation folder (normally "Program Files/steam/steamapps/common/Crusader Kings II/DLC"). Do you have files there called dlc007.dlc, dlc007.zip (Sword of Islam)?
* If not, check the same in the folder "My Documents/Paradox Interactive/Crusader Kings II/DLC".
* Are you using a custom 'userdir'?

Also, please give us your logs (under "My Documents/Paradox Interactive/Crusader Kings II/logs")

Every DLC I've bought shows up fine in my launcher as well as in the DLC tab in Steam Properties.
I'm using Win7 Ultimate 64x
The Sword of Islam files show up properly, here's a picture of my DLC folder so you guys can check if maybe something else is wrong: http://i.imgur.com/ESoGc.png
My Documents/.../DLC doesn't exist for me.
I'm using the regular Steamapps installation path.

I've attached all .log files. These are freshly created, meaning I deleted the entire contents of My Documents/.../CK2 and started the game via Steam with all DLC activated in the launcher.

The only thing that might have affected my installation of CK2 otherwise is the 4gb fix for the ck2game.exe

Edit: I just noticed however that there's a little icon in the main menu telling me "This game is running Legacy of Rome DLC" - No other DLC seems to work. No playable Muslims, no Dynasty Shield and so forth.
Edit2: LoR doesn't seem to work either since there's no Blind/Castrate option for me.

Ok, just a random thought:

Do you start the game with a shortcut? Could you possibly have set the wrong working directory for the game, perhaps pointing to another installation?

Same as Arimahn, excepting I didn't buy Legacy of Rome yet.
I am playing the game on Steam, Win7 64bit home, and since the update today, my DLCs, although showing up in the launcher, don't seem to work in-game (the 2 easiest to verify are the ruler designer and Sword of Islam, both are telling me I don't own them in the tool tips on the province selection screen).
I tried unchecking them and checking them again, but it didn't make a difference.

I tried deleting the DLC signature file : it is created again, with the exact same string of characters inside it.

Thank you for this most wonderful game, and I hope I can get it running again in all its glory again soon!

did you fully quit steam at some point? if not, try that (it has helped for some people at least)

I took the hint a few minutes late, I was about to modify my reply : I keep shortcuts to my steam game on my desktop in a folder, and I was using one of those to launch my game.

Launching the game from the steam library directly worked! Thank you.

Have the same problem. Clean installation of CK2 by Steam, with Sword of Islam and Ruler Designer.

Updated today on newest patch, via Steam. After that I opened CK2 through Steam library and chose all dlc's in the launcher.

But, sadly, ingame I couldn't activate Ruler Designer or Sword of Islam (chosing islamic rulers wasn't possible).
But IMO it was strange, that some scenarios of my sword of islam dlc appeared and were available (but not islamic rulers).

My OS:

Windows 7, clean CK2 installation with Ruler Designer and Sword of Islam-DLC

P.S: A restart of Steam didn't help.

I might be able to help, like these fine gentlemen I've had the same problem.

What I did was go to my doc/paradox int/ck2 and delete the whole folder.

Restart steam and start it up from the steam library.

That should hopefully do the trick, did it for me.

I always start my game directly through Steam.
Starting the launcher from the folder didn't help either.

Restarting Steam and such, or rebooting my PC, did nothing.

The only thing I haven't tried yet is to completely reinstall the game. vOv
