On Ubuntu, Launcher does not apply mods (or disable DLC)

Description​

On Ubuntu, everything in the launcher seem to work normally, but when actually starting the game, none of the mods in the selected playset is applied to the game. The launcher shows the mods and directories the mods are in just fine. Additionally, if you disable a DLC in the launcher, it will still be enabled in the game, suggesting it is more than just an issue with mods.

Steps to reproduce​

- Install steam via the app center in Ubuntu (this uses the snap packages)
- In the launcher, make a playset with a mod, or/and disable a DLC
- In the game, the mod will not have been applied, or/and the DLC not disabled.
