Option to build outposts disappeared suddenly. saving and reloading, as well as restarting game did not solve issue. (PS5)

Was working on some expansion and all of a sudden the option to build outposts disappeared. Both construction ships do not have any current or pending commands. No current hostiles in the system and I am not aurpassing admin cap.

Did you check the system view if there are tiny unarmed stations? Before 3.0 I had several systems with mining / pirate stations with no military power that blocked it. But I think I still had the option to build a station, it was just locked.

And did you try a normal order instead of a chain order?
