Otto-France alliance event can fire while either is at war.

Description​

Putting this here since I assume this is a bug. The event fired while I was fighting Otto and dragged France into my war. You're not supposed to get ganked by the two strongest powers in Europe by the 1500s, right?

Steps to reproduce​

I assume it's just the event itself, so there's not that much to reproduce. I also assume including my save isn't really gonna help, so I have not. Every dlc but the latest 2 is enabled.

Hello there! Thank you for the report. Could you provide more information and a savefile? France should not join the ongoing war, maybe it intervened in the war as a great power?
