The game is changing hexes to be out of bounds in regard to the flatten terrain tool. The hexes are clearly not out of bounds and are fine until you temporarily place something on the spot. When you remove the item from the spot, those hexes have become out of bounds for the flattening tool. You could do this before the latest update. Now you can't. Very annoying.

No. You can flatten the location until you temporarily place something there. I was going to place a fuel factory there and then realized i wanted more space for pipes. I canceled the fuel factory before it was built and then tried to flatten out a larger area, but now the location where i had placed the fuel factorty was out of bounds. This is a repeatable bug.

I ran into the same issue after the 15 Mar update. I love this game. I'm a programmer and this many issues in one update is just making me pull out what little hair i have left.
I do what Rascal3198 does all the time, build something temp, then when ready, recycle it and then build something else in it's place. A good example is after depleting a mine, remove the building and then place something else. Now it's so broken. There is also a crashing issue that I have that's in another thread. I just hope they get it all fixed soon. I'll work evenings as a tester if they want.
