Papal Control

In my game i noticed that the duke of Saxony became the papalcontroller twice. But when he became it the thid time I got REALLY suspecious. Odo de Normandie was now pope, but his own brother (king of england)did not become papal controller. Why is it always the duke of saxony?

Is it the same duke? Does he have a very high piety rating? More often than not, I've experienced that the papal controller will be the most pious lord, and not the closest relative.

Same with me. It only occasionally goes to a relative (only once in the games I've played)
