I had an idea to create a Papal States Scenario and it is almost finished. Unfortunately, I've run into a problem that I was hoping someone could help me with. I really like Spain's built in advantage of a permanent CB against any non-Catholic nation. I thought, who better than to have such an advantage than the Pope. Unfortunately, I have no idea how to create this in a scenario and I was hoping that the fine people who developed the IGC or any other scenarion editor could tell me how to do this. Thanks for any assistance.

Just some ideas

A papal states scenarios is actually a really good idea, especially for the period 1492-1503 (Pope Alexander VI). What you really want to do is probably make a couple of smaller states and also change the revolt risk (if that is possible) in a few of the provinces. A few things to realize to get the history correct though:

1. The Pope and the papal states wouldn't have CB shields or permanent CB on the rest of Europe. Until the 1420s, the papacy was split between France and Italy and Spain with up to 3 different "popes" during some of those times. The pope hardly has legimate CB claims to Italy let alone Europe.
2. From 1492-1503, the major Italian politics of the time revolved around the tension between Venice and Florence on the one hand, and Milan/Papal States versus Naples on the other. Cesare Borgia and his father, Pope Alexander the VI spent most of their time simply subjugating the countryside of the papal states with Cesare carving his own personal kingdom out of Romagna. They far too weak and the country too unstable to ever think of attacking anyone else.
3. France and Spain had very vested interests in Italy at this time as a Spaniard (in name only) was Pope and Spaniards ruled Naples. The French also had claims on both Milan and Naples and were quite friendly with Florence. From 1494-1498, French troops ran up and down the countryside of Italy trying to get a foot in the door at Naples. Alexander played France off against Spain and both off against the local nobles trying to maintain some vestige of control.

To make things interesting, I'd probably but CB shields in Naples for France, Spain and the Papal States. I'd put CB shields in Romagna for Papal states and Venice. I'd probably also make it possible to revolt and form its own kingdom. The same goes for Pisa, the northern Florence province. I'd start Milan and papal states in a alliance with both having high values for Naples to try to force the weak League of Milan of 1493 (Milan, Naples and the papal states). I might also change the papal states 3 letter to code to allow RMs as Alexander VI made lots of them (Navarre, Milan, Florence and Naples to name a few) usually by marrying his relatives or his daughter, Lucrezia (he married her off 3 times for alliances). Relations should be something like this, give or take (other european powers should be fairly neutral):

I even have a small list of leaders and generals of this time, although they all pale in comparision to Cesare Borgia. Cesare Borgia should become available to the papal states from 1499 - 1503. If you want them, I can provide them.

Countries like Florence, Naples and Papal states should have very low starting stabilities. Probably -3 for both papal states and Naples and around -1 or so for Florence. You may want to start with the ICG files and go from there. You may also wish to use the Brittany option as that wasn't really resolved until Charles VIII married Anne.

The bottom line is that Italy is broken up into small, squabbling states for a reason at this time. They were highly unstable, constantly revolting and under the thumb of France and Spain. The popes during these times were fairly weak. The popes that tended to be more spiritual and less worldly also tended to focus on the idea of crusades against Turkey (just a pipe dream, but what they were thinking). By the way, Naples shouldn't have -200 on Turkey. They actually tried for Turkish assistance before being partitioned by Spain and France.
 
A list of real generals would be great, I resorted to taking various Italian last names and "creating" a few leaders to make it more interesting to play, but the real thing would be a welcome addition. I solved to CB problem to an extent, by adding the capitals of all the non-catholic countries into Rome's core province list, thus giving them a permanent CB against that country. As of now, only non-Christian provinces have been CB'd. I'm not sure how to handle the future protestant countries as giving a CB early on would encourage expansion and aggression where it is not warranted, at least at that time. Also, since many of those countries are only 1 or 2 provinces it seems like a huge advantage to be able to march into one and not get the nationalism revolts because of the core province alteration.

Your suggesstions are perfect, in fact I had already implemented most of them, however, I kind of wanted to do something a little different that be completely historically accurate with the scenario. My goal is that the Papal States be a unified papal government with the Pope at its lead and essentially be a crusade for catholicism against any non-catholic heretics :D who may rear themselves. But in the end, I do want at much as possible to be accurate.

I have CB's on all pagan and Muslim governments, as well as the whole of the Italian peninsula from Savoie in the west to Venice in the east and south to Apulia. I didn't include the islands of Sicily, Malta, Corsica, or Sardinia because I couldn't see a papal leader ever be interested in conquering those stongholds of catholicism. As such, I limited the CB's to neighboring powers and the heathen. :D

As it stands now, there are only a few (i hope) bugs that still need to be worked out, but the leaders would be extraordinarily easy to implement, if you don't mind, and as always any feedback or suggestions are extremely welcome.

BiB, how would I program that into the scenario? I have no idea how to program a CB arising when a country turns protestant or whenever some random event occurs.
 
Allow Pope to proclame crusades.

Make Papal States a Counter-Reform Catholic coutry from 1492. So that when Reformation hits Europe, Pope can declare wars on Reformed countries. If Papal States are alligned to many catholic countries they don't even have to go to war themselfes. No stability drops, no BB points, and it will feel like proclaiming a Crusade.
