Which one would you say that is?


I'll go for Hearts of Iron 2 Arsenal of Democracy. It's actually playing intelligently and creating traps. Quite amazing. I also read achtung panzer has some epic AI.
Neither off these games are Paradox-developed.

Both are however Paradox-Published.
 
The worst AI was EU:Rome. It just kept on sending troups through barbarian provinces and attack one after another some larger armies with high morale :rofl:

For best AI I would go for HOI2, but I'm not sure...

Well, HoI2 is designed for a nearly historical WW2, with predefined factions, wars, tech teams, strategies(usually) and it fits those frames quite well.

But Eu3, it is to create alternative history from 1399 to 1821, and AI always does well.
Some AI a bit worse, some other AI's better.
Not that they still can beat the player, but they usually prove to be a challenge.
And by the third expansion, the AI works awfully well compared to early 1.0. :rofl:
 
Unfortunately Paradox games (developed not published) have a reputation for having rather retarded AI upon release. Thus far I think Eu3 has the best "vanilla" AI (that is AI without being modded) that ive played - I havent played HoI3 yet though I do want it.

HoI2 I have to disagree with the_legion on that one. HoI2's AI wasnt as bad as earlier PI titles but it wasnt the greatest. I dont play it without DAIM.
