Not sure if this is the place to put this, but it seemed like the appropriate place. to ask. I have all the Stellaris DLC, which I bought through Steam. I currently don't have access to Steam for the time being, so I installed Stellaris using the Paradox launcher. Unfortunately, I bought Overlord (through Steam) on the same day I lost access to Steam, so I haven't run Stellaris since buying the DLC. The launcher and Stellaris don't seem to think I own Overlord. I've tried un-linking and re-linking the Paradox and Steam accounts and restarting the launcher. Interestingly, the launcher will sometimes not be able to verify I own most of the DLC, but that's fixed by restarting it. I also noticed Europa Universalis 4 doesn't appear in the launcher, but I'm not sure if that's a bug or a feature.

Unfortunately, the DLC is baked in to the game itself, and you simply won't be able to download it unless you get access to Steam. Something worth noting: The launcher will ever only turn DLC off explicitly, default is to play with all DLC on - If for some reason DLC isn't found by the launcher, the game should default to start with it enabled.

Ah, bummer! Thank you for the clarification! Unfortunately the launcher and Stellaris are out of step on this. The launcher says it's not verified, but it's enabled, and Stellaris says it's not enabled. It sounds like the issue is what you mentioned already.
 
I am also having the same problem with the Overlord DLC for Stellaris. I suspect the problem is that on my Paradox account, the DLC shows up as "Stellaris: Overlord (Steam WW)" and I suspect that the app is expecting "Stellaris: Overlord (Steam)" and therefore can't verify it.
