It keeps infinately loading like this in screenshot below...Do you get this screen when you launch eu4 through the play button in the steam library? It looks like the launcher mode which you get when starting the launcher directly. But that launcher mode is not supported by eu4

No access to the game data means that something is preventing the launcher from reading or writing to "C:\users\vrver\OneDrive\Documents\Paradox Interactive\Europa Universalis IV". This could be a problem with OneDrive or an antivirus or ransomware protection software which blocks the launcher. Microsoft defender for example blocks each new launcher version and you have to make an exception for it after each launcher updateDoesn't help anyway, shows me these when I lounch the game sthorugh steam

The launcher in this case is "C:/users/vrver/AppData/Local/Programs/Paradox Interactive/launcher/launcher-v2.2024.3/paradox launcher.exe". You may have some older launcher versions in the exception list already, but that doesn't help.
