One reason that people are becomeing provincetaking annexing powermongers is that the moneytaking & offering in peace negotiations simply doesn't work !
Already in the BG 250 D or a province was an insanely high amount, especially for minors, but you have made it even worse by requiering 500 D per province. This is just the opposite of what you should be doing.
You should:
1) Lower the amount to 100D per star (or perhaps even as low as 75?).
This also has the added benefit that you can actually offer money to get other countries stop waging war against you. As it is now this is not an option with each star costing 250D (buys you a LOT of soldiers).
2) Make countries pay up this (lower) indemnity. If it doesn't have the money available it should either:
a) Take regular loans
b) Pay by takeing a loan from you (at a resonable interest, same as your current for instance). If the contry defaults on the loanpayment it should give a temp CB. Also if you decide to attack the country before you recieve the money it would be lost (just as in the BG).
Obviously I would prefer option b, but it might be difficult to implement (?)
