I've been running HoI2 vers 1.3a patched on a 1936 scenario. I have researched up through Airborne '45 (Par-4) and Douglas C-54 (Tra-3) for my trooper/plane combo. I have "Battlefield Interdiction Doctrine" researched to enable Airborne assualts. Selecting the plane unit (4 Tra-4's) I don't recieve Airborne Assualt as an option, only "None" and "Air supply". I have saved and completly exited game since it should have been enable and am I unable to perform the Assault mission. I've never dealt with paratroopers before in any game I've played so don't know if this is a problem or I'm just being noobish.

The exact method of using paratroopers:

1. Have the tech for paratroopers researched.

2. Have the tech for transport aircraft researched.

3. Have the tech 'Battlefield Interdiction' researched.

4. Have the transport at full organization on an allied or player-owned airport within range of the target province. The owner of the airbase must be at war with the owner of the target province as well as yourself.

5. Paratroopers should be at full organization.

6. Weather must be clear over the targeted province.

7. Load the paratrooper.

8. Right click province that is in range of your air transport upon which you wish to para-drop. Chose the Airborne Assault mission. Hit okay.

9. Plane should fly to target and drop troops so long as weather stays clear. If victorious in their assault, the paratroopers should immediately seize control of the province.

Assuming that you have paras loaded onto the transports there are a few things that could be the cause.

1. The transport planes have to be at their max org. Only when they are gaining +0.0 org daily can you launch an airbourne assault.

2. Their are no targets within range of your planes.

3. The targets within range have bad weather over them.

Here is the FAQ on paratroopers-

EDIT- I hate not being able see who is viewing a thread. I keep wasting time answering questions when someone else is doing the same. Oh well good for the post count. :D
