Description​

No matter what i do, on multiple savefiles, despite years of waiting, no possible debates apear, making it impossible to start any debate and get rid of the 0.1 corruption per year modifier, or enjoy the benefits of winning them,

Steps to reproduce​

Just get a government with parliment. England starts with one, so by pikcing them you can encounter the bug the first time a month rolls over.
