Ah yes. They have to be capitalised. Odd, I thought I provided for that...

addendum: Ah, evidently I did not. The spelling has to match that in db/Province.csv exactly, including case. ... Guess that's sensible.
 
It might have happend afther I incrased(modded.provnic file) the population for Istandbul from 1 to 2.
