Playing a campaign game (as Rome, 474 start), and just reached 643 AUC. I noticed that Parthia had recently formed, and checked the diplomacy screen for them:
Zero tech level for everything in 643? It seems like this is the opposite of the rebels tech problem (where they form with much higher tech than everyone else). It surely can't do much for Parthia's success chances against the Seleucids.
