Partisan attack madness

I just loaded a game in June -43 and got partisan attack 8 times in Kharkov... Reloading the same game would still give multiple partisan attacks :wacko:

I thought that the garrisoning was supposed to be in 1.1?

That issue will be fixed in 1.1
