This is similar to the thread below concerning Metternich's Faction, but I thought it best to put it in general terms. Any party in power is not removed by the appropriate commands. I have experienced this myself as the Confederacy where I had the joy of three parties: The Whigs, the Democratic Party, and the Whig Party until I removed it by editing the saved game file.
I suspect the problem comes from being unable to exist without a ruling party, so perhaps the solution is to have events triggered by the ruling party that will exchange it with another party. For example have two "Emancipation put to Congress" events, one triggered by having the Whigs, the other by having the Democrats, and the respective ones will place their replacements in power. That seems rather messy, and would certaintly cause a lot of new events to have to be written, especially for the parties which just die, such as the Metternich faction.
Perhaps the solution is to place the next most popular party into power and call an immediate election if a democracy or constitution.
Anyway, those are all of the suggestions I have, but this is certaintly a bug and I dont recall reading it on the list yesterday.
